Well, hello everybody, we are back on the Empire Wind of Fortune train!
This collection of Winds is for the second event of 2024, taking place over the 14th to 16th of June 2024.
Promising Light
Today, as we did last time, we are starting with an update on the coronation and our new Throne!
First of all, the Emperor intends to use the titles of Emperor and Empress interchangeably.
The Marcher, Coal Carefoot, Steward of the Goodleaf Games, has been chosen to arrange the coronation celebrations. Enough was raised to achieve the Breathtaking Celebrations level, so there are celebrations all across the Empire, and there will likely be many positive repercussions from the morale boost brought to the Empire at large.
Everyone is discussing and analysing the Empress’ inaugural speech, where there are two very clear themes for the listeners. First is to encourage unity and Loyalty to the Empire (this will create opportunities in Bregasland and Spiral). Second, it is the duty of the Empire to unite the world under the auspices of the Way, the Imperial Religion.
This has given a new opportunity for a mandate to be raised in any National Assembly, except the Highborn one, to encourage people to help in the building of a new Holy City. Every territory outside Highguard that is affected by this mandate will donate 4 wains of white granite and 8 crowns to support the commission each season for the following year. If this mandate is enacted, then the National Assembly will not be able to direct their people to build other great works until it is done.
Players should understand that it is very difficult to avoid the celebrations and everyone is encouraged to come up with stories of how they celebrated at home or where ever they spent their time since the last event.
New Port, Old Wine
This Wind is about the ongoing tensions in Bregasland, in particular those surrounding the Greywaters. This is one of the opportunities that has come up thanks to the morale boost of the new Throne’s celebrations.
Overall the majority of Bregaslanders are very happy that the Jotun have been shown the boot and that Mathilda Fisher will be buried in far off Tromsa rather than within the territory she sought to conquer. But the invasion and what happened since has caused many tensions to spring up and, in some cases, fester.
The General of the Strong Reeds has made an oath to protect Bregasland, this has impressed the people who were already Loyal to the Empire and as long as the oath is not broken the people of Bregasland will have a powerful connection with the Strong Reeds which may benefit them in the future. If, however, the army is not in place to protect the territory by the beginning of the enxt season after they are invaded the Bregaslanders will consider the oath broken and there will be more hard feelings than even before.
Last season, the Imperial Synod thanked the Greywaters and gave them 20 thrones from the Virtue Fund. This has gone some ways to soothing their upset at not being properly thanked after all they did to keep Bregasland part of the Empire. However, Margery Greywater has also put forward an idea for how to further reward them and make it clear to their enemies in Bregasland that they were instrumental in the fight against the Jotun.
The idea is that the docks belonging to the Greywaters could be expanded and then formally ceded to them. Then, the village could be given a charter by Emperor Vesna and made into an official Market Town. This would need a ommission by the Imperial Senate, and require 6 wains of weirwood, 6 wains of white granite, and 36 crowns.
This would remove the embittered description from the area, but it would also cut two thrones from the tax income of the territory. The people selling things at the new market wouldn’t be the kind of people who pay taxes, if you catch my meaning.
The Three Pillars
There is open rebellion in Spiral from some of the Urizeni who live there. They are upset because their territory has returned to the Empire as part of the League rather than Urizen, their original nation.
The Empire has sought appease them through various ways, such as giving permission for the Eternal Sung to help them keep living in Spiral whilst being Urizeni, plus the mana crystals from Lorenzo’s Legacies are being redirected to the Urizeni people of Spiral rather than the League.
There are still some holdouts, however, though one way to soothe them has been to make the Warmage post a national appointment of Urizen. The Imperial Senate passed a motion declaring that the Warmage would be appointed by Urizeni generals last season, but the Constitutional Court have announced that this motion has failed scrutiny, but offered administrative motions for two alternatives that would pass scrutiny if they were acceptable to the Senate. If the Senate passes either motion then the Empire will regain control of Cinion as more than half the rebels stand down, but either motion would need a two thrids majority in the senate and ratification by the Throne.
The options would be “To amend the title of Warmage, to be a national Urizeni position appointed by simple majority vote of Urizeni magicians present in the Hall of Worlds.” Or “To amend the title of Warmage, to be a national position appointed by the Senate.”
Finally the last rebels are in Ankara and will not bow to the Empire’s wishes even if this motion goes through. They are outside the Empire’s control, which has numerous tactical repercussions but at the moment has little economic, so one option could just be to leave them to it until such a time that they choose to return.
Last season the Grandmaster of the Shuttered Lantern was asked to send magicians to check they were not communicating with the Grendel or any other enemies, but there have not been any updates on that yet.
