E1 Winds of Fortune Part 2, 2024

This week, there have been several Winds of Fortune, but also quite a few rules updates, and I thought I would add those to this post.

First, there has been a change to how voting will work in Dawn, Varushka, Urizen and Highguard. Now these nations will vote by territory, which should prevent voting blocks from forming and controlling an entire nation’s elections. These will probably also be easier for Profound Decisions’ admin to work out who has won.

Secondly, there is now the option to play an Orc in the League. To be specific these are the Apulian Orcs in Spiral who have joined the empire recently, this is in addition to the original Orc option, the Imperial Orcs.

Third, the possible battle opportunities have been published, they are all against the Grendel and at present there isn’t much more detail to be found about them. Each one can be taken on either day, but there are 3 options, so one will have to be dropped.

Fourth, there is more information on the Imperial Orc pages about the various septs you can belong to, and even if you are not interested in playing as an orc there is a lot of new info on religion and history!

Fifth, apothecaries can now mix potions from their character inventory page before events. This means that you will pick up the lammies for the potions with your character envelope rather than getting lots of herbs and having to go to GOD in the first minutes of the game to get them made into something more useful.

Now! The Winds of Fortune!

Top and Bottom, Up and Down

This Wind has been written because last summit the Conclave got the chance to ask the Eternal Sinokenon a question. Their question was this, “the matter of how the damage and detrimental effects of the Empire wide rituals that have been cast towards the Omnihedron can be fixed, in particular the blood red roads, and speculate on the result of completing the Omnihedron.”

In case you weren’t around for the last few years and the drama of the Omnihedron, there is a magical theory that if the right magical rituals can be cast in the right order, then they will flow from one to the next without causing any problems for anyone and everything will be wonderful. Because of this people keep casting huge enchantments on the Empire which is causing a lot of problems for people, and especially to roads for some reason, they just seem to keep getting the worse end of the stick. This Wind actually has a pretty good background to the Omnihedron if you want to learn more about it, so check it out if you want more specific answers.

Over the last season, many heralds of Sinokenon have been wandering around the Empire trying to come up with some answers to this question.

Mostly, however they seem to reveal the Eternal’s biases instead. To begin with the heralds recommend that the Empire ignore all the other realms of magic and just focus on Day. Another option is to keep the Empire as still as possible, never changing, in order to achieve this perfection. Unfortunately, they do not seem to understand that it would be impossible for the Empire to issue no new Senate motions, Synod judgements, or Conclave declarations for a year, and accompany that with ensuring that no armies move anywhere during that time.

It has caused some of the scholars working on the Omnihedron project to consider things anew. What if some imperfection must simply be accepted, and the best for right now chosen instead?

The confusion over the responsibility of the enchantments also upset Sinokenon, and they have proposed creating a new Conclave title that would have the responsibility of choosing what Empire wide rituals should be cast. They would do this by raising a Declaration of Endorsement naming the correct ritual. If this is done Sinokenon will boost the ritual, Carve the Crystal Guardian, so that the magical soldiers created by it would be a rank 7 military unit, rather than the usual rank 5.

Sinokenon has also found that the Empire could build a College of Magic focused on Day in Morrow more easily than anywhere else. And if they do so the eternal will give the Dean of the establishment with a magical item that is similar to a Web of Celestial Attunement. Of course the College would still cost 45 wains of mithril, 45 wains of white granite, 60 wains of weirwood and 450 crowns, to build, plus any upkeep costs.

If the Empire wants to build Colleges that focus on other realms of magic then Sinokenon recommends using the Archmage of Day’s powers to contact Eternals to ask Kimus, though they would have to be very careful how they worded the question or else they may not get the answer they want.

Other Eternals are also interested in these talks.

A herald of the Night Realm has also come forward to voice their feelings on the Omnihedron. The herald introduces itself as the Almighty Panjandrum and they are most definitely Not A Herald of Sadogua, because Sadogua is very upset with the Empire and has forbidden his heralds from talking to the Empire under pain of being eaten. Instead of committing to only one realm of magic, this herald instead says that the Empire should create as many Empire-wide enchantments as possible and use them each on an individual basis when the time is right.

A herald of Sorin states that their Eternal believes that the worth and power of these massive rituals is because of the impact of their negative effects, and that Conclave should stop listening to those who complain as these difficulties help to teach the important that the world is hard.

And finally a herald of Wise Rangara has come forward. They ask many questions and give few answers, but fundamentally what they want to know is if the Empire has learned from the attempts to build the Omnihedron. They also point out that it might be better to build in times of rest between the castings of such massive rituals and perhaps only use them when there is a great need, and not just because the Empire CAN cast them.

Road Out of Nowhere

This is the answer to an appraisal the Senate asked last summit. The appraisal was, “appraise the impact and opportunities to link the unconnected citizens of our Southern, Northern, and Eastern territories with new road networks – to join new and existing road network together – or to provide citizens with alternative means of conveyance that would afford them similar benefits.”

Highways

The first idea would be to extend the current road networks to as many of the regions and territories which are not linked as possible. The Senate can use a single commission to extend the existing road networks to Mitwold, Mournwold, Skarsind, Sermersuaq, Weirwater, Hercynia. Currently, it would cost 300 wains of white granite, 900 crowns and take a year to complete, but costs would rise if other investments were made in the regions. The roads would raise the level of investment in farms and businesses by one in the affected territories, increasing revenue by 36 rings.

Marshways

In some regions the land is too marshy to build ordinary roads, so transport routes using ferries, bridges and other water travelling would be better. The regions best suited for this type of travel would be Kallavesa, Therunin and Bregasland. Each territory would also have a new ministry built to help maintain these transport routes and keep the various monsters in their neighbourhoods from causing problems. Each of these ministries would also have the opportunity to collect herbs from the marshland, and to buy lots from the people in the areas they tend to. The cost of the proposal requires 225 wains of weirwood, 675 crowns and take a year to complete. Once complete, it would raise the level of investment for businesses (+36 rings) by one in each of the three territories. It would also raise the level of investment for herb gardens by one, providing two true vervain, and one seasonal herb – Marrowort in Spring, Cerulean Mazzarine in Summer, Imperial Roseweald in Autumn, and Bladeroot in Winter.

The ministry in Kallavesa would also have access to Liao, and the ministry in Therunin would be able to buy forest resources from the Great Forest Orcs, while the Bregasland ministry would likely become a focal point for local issues.
Southern Skyways

The regions of Urizen and Spiral are generally too mountainous for roads to be easily made on the ground, however there is an alternative option, building in the sky!

A Bourse Seat could be built on the Arch of the Sky, it would produce 18 wains of white granite a season with a ten throne upkeep cost. To build this quarry would cost 150 wains of mithril and 450 crowns, however with an additional cost of 75 wains of mithril and 225 crowns the Bridge of Air could be extended into all of the Urizeni regions (Morrow, Zenith, Redoubt), and Spiral, which would have a beneficial effect on the trade routes as people could use these sky bridges to travel and visit other regions more easily. It would also allow mana sites on the highest parts of mountains to be more easily reached, and would in total increase the investment level for all business and mana sites in these regions by one level. Spiral will not gain the mana benefit for as long as the Senate keeps funding mana for the territory. This extension can be requested as part of the original Senate commission.

The Barrens

A road network connecting the Barrens to Semmerholm and Holberg would require 50 wains of white granite, 150 crowns and take 3 months to complete, it would raise the level of investment in farms and businesses in the Barrens by one and It would enable Dawnish citizens to take a new resource in the Barrens for free for the next year.

It could also be easily extended if required and could provide links with the other groups living in the Barrens beyond the humans of Dawn.

Roadwardens

The Navaar Assembly could put forth a Statement of Principle to ask their people to spend more time protecting the roads of the Empire from bandits, monsters, and other foes. This would give players with military units the opportunity to use the Roadwarden adventure opportunity, which would give them 120 rings and 3 random resources (for the basic military unit) in return.

Long Term Investment

Due to the extra trade and travellers each of the territories with improved Highways would increase their taxation by a throne, if the marshways and skyways projects were also completed then the territories involved each would have a taxation increase of 2 thrones.

Costs and Timing

These costs are what is currently expected, should the territories receive significant investment before the new routes are built then the prices will increase by 25 wains and 75 crowns for each improvement.

Unruly Elephants in the Room

Of course, if there is an invading army in the territory, then the building projects may very well be targeted and need protection, usually by a similar sized force.

Three Keys

Thanks to the Day Enchantment cast on the Empire the summit before last, the Eternal Zakalwe has offered a series of Boons to the Empire.

Armies

The first boon was to both the Imperial Warcaster and the Warmage, they could each pick an army and Zakalwe would send heralds to inspect the army and come up withways to improve it.

The armies selected were the Bloodcloaks of Wintermark and the Golden Sun of Dawn.

For the Bloodcloaks the heralds have come up with an offer to change the quality of the army to Woundbinder, which would reflect the greater focus the army would take on medical help such as mobile hospitals and armoured guards for healers.

To get this upgrade, the General must have 30 wains of mithril and 20 wains of weirwood in their inventory and word their seasonal order to include something about this upgrade; the opportunity will last for the next year to do this.

The army will then be able to use the “tend the fallen” order when defending and the “recover the lost” order when attacking. Check the wiki for the stats for those orders.

The Golden Sun have a similar offer, to give the army the Golden Juggernaut quality which would reflect how they are filled with well armoured soldiers and build fortified camps.

To get this upgrade, the General must have 50 wains of mithril and 100 ingots of orichalcum in their inventory and to issue an order addressing the upgrade. Like the previous offer this one is available for the next year.

The army will then be able to use the “blinding advance” order when attacking and the “with bodies and steel” order when defending. And you can look at the stats on the relevant Wind.

The Walls of Meade

There is the potential to further fortify the walls of the City of Meade in Mitwold in the Marches.

The plans require 65 wains of white granite and 195 crowns in labour, but thanks to the work already done, would take only six months to complete. Once finished, Bridget’s Walk would be a rank one fortification. And the alders of the city have offered to raise nearly half of the cash requirement themselves, if the work is started in the next year.

A title could then be created to manage a ministry in the city, focused on trading with the merchants and ships from Faraden. To be functional the player holding the title would have to have the alder archetype. They would be able to buy vorpal blades and metals for crafting for set prices.

The Third Pie

There is also an opportunity to fortify Sarcombe in Mournwold, the project would require 50 wains of white granite, 30 wains of weirwood, and 240 crowns, and would take 9 months to build. The fortifications would be spread out across the Mourn, giving local beaters and soldiers the chance to patrol and keep watch. This would remove the “under threat” quality from South Moor and make it impossible for any invading army to put any other region of the Mourn to that quality, making it much harder to conquer.

If the fortification was named Sarcombe Pie then a third of the labour costs (80 crowns) will be paid for by locals.

Raising the Sea Wall

There is also the chacne to improve the fortification, Reumah’s Rest in Coursmouth, Necropolis. Upgrading Reumah’s Rest to rank 3 would also allow it to protect Longbeach and Sanctuary Sand as if the fort were in that region if they were attacked from the sea, it would cost 120 white granite, 30 mithril, and 450 crowns, and take a year. However the upkeep would increase to 24 thrones per season.

The Eastern Spires

There are several options for reworking the Spires of Dusk in the Barrens, this was the fortification that the Hounds of Glory were destroyed taking.

The first is to improve the defences started by the Druj, this would cost 40 mithril, and 120 crowns, and take 6 months. It would increase the casualties inflicted by the fortification on any attacking army by 20%.

The second recommendation comes from the Dawnish Yeofolk and Nobles who wish to instead remodel the fortification as a lasting monument to the Hounds of Glory and the Empire. This would send a clear message to all in the Barrens of the Imperial and Dawnish power and their intention to keep the Barrens. This would require a commission and would cost 10 white granite, 50 thrones, and take 3 months.

The third offer comes from the Winter Eternal Sorin, and could be done in conjunction with either of the options or be done by itself (it would take 3 months in this case). A pair of statues of giant hounds would be built, costing 25 wains of white granite and 75 crown, and they would inspire a feeling in dread in anyone who comes to the Barrens to fight against the Empire. These Black Hounds would not make people feel dread if they were merely living in or visiting the area, but specifically if they are attacking. This would translate to causing  Enemy armies fighting in the Barrens to disband if their military strength fell below 1,500 (2,250 if large). The Black Hounds would be able to remain there even if Sorin came under Enmity.

The Water Tower

The Empire could fortify Segura to boost herb production in the territory and protect it from raiding. Building the Water Tower in the Iron Plains, and supporting it with a series of kamkrag would require 180 wains of white granite, 540 crowns in labour costs, and take a year to complete. The Water Tower would be a rank two fortification, with the standard upkeep of 18 thrones each season to the Senate treasury. It would also serve as a hub from which to extend the irrigation channels fed by the Iron Qanat to the rest of the territory. This would represent a level of investment in the herb gardens of the territory, increasing the amount of marrowort produced by every resource by 3 each season.

The Zemress families in Segura are willing to show their support. If it is commissioned by the end of Spring Equinox 386, they will cover half the monetary cost, reducing the overall cost to 270 crowns.

The Key of Commitment

In return for the Imperial Conclave interdicting the use of rituals which increased an army’s savagery, Zakalwe committed to providing the Imperial Warcaster with three of his crystalline tokens each season, one-use boons that make it easier to perform Clarity of the Master Strategist and Carve the Crystal Guardian. This boon shall be extended so that at the Winter Solstice, any coven who uses the Imperial regio to perform Horizon’s Razor Edge, Alignment of Mind and Blade, Blades of Clear Sight, Arete and the Fields of War, or A Perfect Moment may invoke Zakalwe as they do so. During that performance, any Prismatic Ink used to perform the ritual counts as five crystal mana rather than the usual three.

This offer does not extend to Varushkan covens.

Fading Like a Flower

The combination of the Grendel invasion and the continued Blight on the area known as the Great Grasses means that Madruga is no longer under Imperial control.

While the Blight continues in the Great Grasses no army may hold them. The region is becoming known as Blightheart.

Because the region is no longer under the control of the Empire it is much harder to enchant it with the Spring ritual, Regrow the Land’s Heart, which has been helping to stop the Blight spreading. The obvious solution would be to send mages through a conjunction of the Sentinel Gate to cast the ritual, but there are none available, so people will have to think of something else instead of relying on this one ritual to keep things ticking over.

There has also been more movement in the Blightheart than previously seen. Along the border of the Blightheart, three groups of Dry Patricians and their Parched followers can be seen. One at Segura with the rune Yoorn, of Endings, on its forehead. One on the other side of the bridge West of Cerevado can be seen with the rune Naeve, of Hunger, has also been seen. And south of Nestor’s Bounty there is a Dry Patrician with the rune Irremais, of Wisdom, on its head.

There were four seen making their way to a Winter Regio last Summer, that there are only three visible now is honestly more worrying than if there were all four on the borders of the Blightheart.

At the very least, however, the worry that the blight will explode outwards once the rain stops has been put to rest. Instead the blight seems likely to follow in the footsteps of these Dry Patricians. As such these particular Dry Patricians have been renamed, Harbingers of the Blight.

The Conclave

The Imperial Conclave has some options to combat this. Obviously any of the Archmages could use their plenipotentiary powers to ask for help, but the Conclave orders might also be helpful.

They could send the Celestial Arch. The Celestial Arch is the most political of the Conclave Orders, and they may have contacts who know how to combat this. Various Eternals or heralds might have ideas, and there are apparently some rumours that Thule mages might know of something that could be helpful.

They could send the Unfettered Mind and the Rod and Shield. The Unfettered Mind is the Order of magical theorists, however, to be truly effective in such a dangerous place it would probably be a good idea to send the Rod and Shield, the Order concerned with military magic and fighting, with them. Neither would be as effective alone, but together they would be better able to figure out the weaknesses of the Blight and how to stop it.

The Senate

An appraisal could be raised to ask one of the researchers of the Prognosticator’s Office to look into the Blight. Researching its history and trying to find anything that might show ways to fight or confine it. There are four possible researchers and each have their own styles and biases as researchers, so choosing which one should be done carefully. (Check the Wind for the descriptions of each researcher)

There is also the option to have the Minister for Historical Research look into it. This would be unlikely to solve the problem, but it would bring up more information that might be useful.

The Synod

The Synod could be used to raise more awareness of the dangers of the Blight, and perhaps even instruct the Silent Bell to investigate it. The following assemblies could also put out word to avoid the area entirely, which may reduce the loss of life, but might increase the disruption in the already very disrupted lands of the Brass Coast. The assemblies are, the Freeborn Assembly, the Assembly of Vigilance, or the General Assembly.

The Military Council

An army could be sent to face down one of the Harbingers, however there are already so many other drains on the Military Council’s resources that this might not be the best idea. Also, there’s a heck of a lot happening in the Brass Coast at the moment, so they may be distracted by an invading army or somthing.

Other people who want to help

Wizards and Glass

Ishala i Erigo was the hakima who first came up with the idea of the Parador of Salt and Sand, now that it has fallen to the Grendel, and now she is coming to Anvil to speak with the most recent holder of the title of the Parador. She hopes to employ them to find a venue for a similar style meeting and to chair it while they discuss the many problems besetting the Coast.

Four Past Midnight

A group of Magisters from Highguard wish to meet and discuss matters about the Blight, they will meet at the Highguard Chapel at midnight on Friday. They have underlined that subtlety should be the watchword of anyone who attends.

The Outsider

At 11 on Saturday (probably the morning) a mysterious stranger who may have been the sole survivor of a group taken from Blightheart, may be coming to Anvil in the hopes of selling their story to one of Anvil’s newspapers. There are rumours that they have been attacking people, but no clear evidence of this has been given to the magistrates.

A Conjunction!

There is an opportunity to use the Sentinel Gate to rescue two Thule who were sent by their people to observe the Blight and try to figure out what was going on. They were captured by Grendel and are being taken to the coast to be sold into slavery. The Empire will have the opportunity to save them, which will likely make the rest of the Thule coming to the coronation happy, and they may have important information to help fight the Blight. They will need to have A Cuckoo’s Egg ritual cast on them to allow them to pass through the Sentinel Gate and the skirmish is deemed Combat Highly Likely.

The Ambassador to Otkodov is responsible for planning this skirmish. The time is still to be determined.

Desperation!

There is one other option, if nothing else works. A Declaration of Disemination could be raised by the Conclave to give the ritual, Regrow the Land’s Heart to the Grendel in order to ensure that the casting of the ritual continues. The Ambassador to the Grendel would then have to pass the ritual text along and try to make the Grendel understand the importance of casting the ritual regularly. This is a bit of a long shot, but it is possible.

Pride of the Marches

Last summit the Imperial Conclave was given the opportunity to use a Boon of Finding from the Eternal Kimus. They asked for the Vorpal Sword of Tom Drake to be found. It appears that they have done so.

Apparently it has been hanging over the fireplace of his descendent’s home. It is not an artefact and has had its potency remade by various artisans over the years, but there is the possibility of it having some sort of effect on people when they hold it.

A Civil Tongue

William Drake is willing to give it to the Empire if they do a few things for him first.

He does not trust the Conclave, but he does trust the Marchers and the Military Council.

He wants Tom Drake made into an Exemplar of Pride and the Imperial Senate to reinstate a group called Drake’s Drummers.

Drake’s Legacy

He has asked that the Imperial Senate, the Minister of Historical Research, or the Lepidean Librarian commission historical research into the life and history of Tom Drake, after which he believes the evidence will be so overwhelming that the Pride Assembly will have to bow to the pressure and make Tom Drake an Exemplar.

Drake’s Drummers

The group known as Drake’s Drummers was made up of veterans from the army and, as the name suggests, they carried drums.

They had several duties, the first was to seek out promising recruits from the Marches. They would attend fairs and hold competitions to find those with martial skills. However the problem came when they would do the same thing outside the Marches, and those they recruited would invariably become Marchers. Many in the other nations saw this as stealing the best and brightest from their communities.

They would also carry sacks of Marcher earth and seeds and dedicate a small area of every battleground to the Marches, creating a tiny pocket of Marcher ground where people had fallen.

They would also show their displeasure when they felt their orders were not in the best interests of the Marchers, using their drums for Rough Music.

They were not universally liked and were eventually defunded and had to stop following the army.

This is the group William Drake wants to return.

Drake’s Due

In order to bring Drake’s Drummers back the Senate must raise a motion which would permanently increase the cost to support the Drakes by 5 thrones each season.

If this were done, the Drummers would be reinstated. This would permanently change the quality of the Drakes to Pride of the Marches.

Inspired, and supported by the Drummers, it would mean the billet order would be available across the Marches rather than just in Mitwold and Upwold.

If this were to happen then William Drake would give the sword to be part of the Regalia of the General of the Drakes, this could be part of the same Senate Motion as the funding increase.

Hear Your Footsteps

During the Autumn Equinox, the Assembly of Nine asked the Silent Bell to seek out a stolen object – the Silent Bell of Brian Heathford lost in 290YE, allegedly to Agramant inspired sorcerers. They were unable to find it and they would like people to remember in future that their role is supposed to be about hunting down internal forces that work against the Empire, not finding missing objects.

They did find some information about the item and the people who lost it, and the sorcerors they were fighting, so no doubt the Wind will be an interesting read for anyone looking into the history of the Marches or the fight against Agramant cultists.

However, the main meat of the Wind is a thorough going over of what is known about Agramant cults and what kind of people join them. They are split into three groups, Fools, Idiots, and Malefactors.

Idiots, the most common type of cultist, tend towards cannibalistic excess and little subtlety.

Fools, the second most common, are people who believe that they can take the gifts from Agramant without succumbing to temptation, but generally they will eventually give in and do terrible things.

Malefactors are considered the most dangerous, as they are able to hide their beliefs and often take on roles in the community that give them power. They then use this social power to try and lure people into believing in the words of Agramant.

When dealing with Agramant, the advice of the Silent Bell is to distrust everyone, but to pay particular attention to those who express beliefs about how there is a need to commit horrors for the greater good.

And do not ignore the rest of the Winter Eternals, it is a belief held by some in the Silent Bell that Agramant is used as a big bad to make everyone else look better in comparison.

Moving Forward

The sodality wishes people to remember their actual purpose so that they are not sent on missions that are ill-suited to them in the future.

If the Assembly if Nine feel that they cannot guarantee that they will use the sodality to the best of it’s ability, the responsibility for the sodality could be devolved to the Vigilance Assembly, it only requires a Statement of Principle to come from the Assembly of Nine to make this change.

In The North

The Silent Bell would be much better suited to going to where there are definitely Agramant cults operating, such as in Semersuaq, where it was the Silent Bell who found them originally.

However there are also other opportunities to fight back against these cults.

The Wintermark Assembly could speak directly to their people, urging them to work together and unite in the upcoming winter. The mandate is this, “This winter will be harsh, and there are monsters in Sermesuaq, both beasts of the wilds and those who walk in human guise. We msut remain vigilant, but more importantly we must remain kind. Share with your neighbours, keep each other warm, remind each other that this is not forever. We are scions sired by a storm and shall weather whatever winter brings. We send (Named Priest) with 25 doses of liao to urge the people of Wintermark to look after each other, no matter what the Winter brings.”

Every military unit controlled by a character from Sermersuaq will take a -1 rank penalty unless they take the hunt the Suaq Wastes adventure, in which case they will instead receive a +1 rank bonus. This added protection, and the spirit of cooperation and support, will sustain the people of Sermersuaq in their time of need, granting a +1 rank bonus to the production of farm, and the followers of Agramant will not be able to gain a foothold within the territory for the next year.

There is also a second mandate which could be enacted, both instead of and in addition to, which would encourage the people of all parts of Wintermark to work together and fight back against the many foes facing the nation this season. The mandate says, “This winter will be harsh, and the whole of Wintermark faces terrible threats from the monsters of Blood-on-the-Snow, the beasts of Hayaak, and the scions of Cold Sun. We must remain vigilant, and we must fight these threats wherever we can. We are scions sired by a storm and shall weather whatever winter brings. We send (Named Priest) with 75 doses of liao to urge the people of Wintermark to look after each other, and to protect our people, no matter what the Winter brings.”

(As a side note, the Wind accidentally labels this for the Varushkan National Assembly, but I’m assuming that’s a mistake)

If this mandate is passed, every military unit belonging to a WIntermark character will experience a -1 rank penalty, unless they participate in the Hunt the Suaq Wastes adventure; defend the Beacons of Wintermark; or support a Wintermark army fighting in Wintermark. In these cases, such military units receive a +1 rank bonus to their effective strength.

These mandates are not in competition, and the National Assembly could enact either, none, or both of them. In the event that they enacted both, the effects would be cumulative (so for example a military unit from Sermersuaq would take a -2 rank penalty unless it participated in the Hunt the Suaq Wastes action, in which case it would get a +2 to production, or it helped fight Cold Sun in which case it would have neither penalty not benefit). There is also a mandate available for the General Assembly to declare that taking boons and such from any eternal is not a good idea, following on from one enacted in the Wisdom Assembly last summit.

“Cheap boons and easy solutions should always be treated with caution. The Wise know that we must test what you learn, and take nothing for granted. We send (Named Priest) with 100 doses of liao to urge the virtuous to remain cautious of gifts that come at too cheap a price, to remain Vigilant against the machinations of eternals and dark powers, and to watch those who seek out such offers.”

If this mandate is enacted, for the next year there will be significantly fewer opportunities offered that relate to eternals, sovereigns and similar entities. Statements of principle rejecting or investigating such offers will be much more likely to lead to a response of some kind. There will be much more expectation that members of the Conclave will be brought to Inquisition to ensure they are acting virtuously, and it will lead to increased support for the Witness of Conclave, the Imperial Censor, Virtue Inquisitors, Imperial Inquisitor, and perhaps even the Sevenfold Path among the virtuous.

Mandates must receive a greater majority to influence the people of Urizen and Varushka, which may mean that they never reach the people most likely to need to hear them. The Urizeni have long had a reputation for being too friendly with Eternals and the Varushkan National Assembly recently enacted their own mandate to urge people to seek out dark forces and make deals with them, so there might be some competition there.

And that is that for now, I am going to send this out into the world before it gets any longer!
